Francis Goya（弗兰西斯·戈雅），本名Weyer Goya（魏尔·戈雅），1946年5月16日出生于比利时列日，比利时吉他音乐大师、作曲家。戈雅最早与Patrick Ruyman（帕特里克·鲁伊曼）一起在组合Les Caraïbes进行音乐表演。后二人离开，于1965年自行组建了摇滚乐队Liberty Six，但只发行了一首单曲就分道扬镳了。此后，戈雅先后加入了J.J. Band and Plus。直至20世纪70年代以Francis Goya为艺名成为独立吉他音乐家，并发行了浪漫的西班牙吉他和曼陀林音乐的个人专辑。他1975年的单曲《Nostalgia》是他父亲写的一首曲子，由Goya改编成吉他，在国际上引起轰动，在比利时、荷兰、德国、挪威和巴西都名列榜首。后来的专辑中，Goya更多地融入了拉丁美洲风格，包括与玻利维亚歌手Carmina Cabrera合作录制的三张专辑。
